It's not even about what your definition of borrowed power might be.

By banning a tool the shinobi will use on missions, he is ruining his own ability to judge that shinobi's ability to complete a mission, which is the entire point of the Chuunin Exam.

So if, for example, Boruto was judged to be able to accomplish B rank missions without the bracelet, but is actually able to complete A or S rank missions with the bracelet, then Naruto just wasted his own shinobi power on missions that shinobi would be over qualified for.

Nothing wrong there. The point of Chunnin exams is to develop you as a ninja, Naruto was already a damn well developed one so he gets a pass here.

The real problem is the fact that he relied on Kurama to beat Neji so yeah...

Nope. What I mean is Naruto's case is completely different than Boruto using gameshark. The argument was already refuted so what's the point of stirring an already refuted argument?
