Naruto is a bad Hokage?

How can Naruto not find time to train his son, but Tsunade found time to train Sakura and the village was in hell during Tsuande's time as Hokage. Kakashi basically fixed whatever turmoil the village was in after the war. Naruto just walked into the perfect utopia. Yet he can't find time to train poor little Bolt.
