I don't think there's a right answer to this question, both have been important to Naruto's development/growth.
Jiraiya was like a grandfather/teacher/role model who taught Naruto what it means to be a Shinobi and gave him the tools for it. Iruka is like a big brother, who eventually cared for Naruto as human being (not just a Jin), treated him with kindness and was there in his time of need.
Again, don't think there's a right answer to this question.
