I'd probably never get a Naruto tattoo, even though I love the series so much. I would want a tattoo with staying power, and I'm sure 10 years from now, Naruto won't be relevant in my life. It would be like me getting a Power Rangers tattoo back in the day. I'd feel like a fool if I had the green ranger on my arm, but that's me. As I get to my 30s, and I don't want to meet some pretty girl in the bar and when she asks, "Cool! What's your tattoo?", I'd have to say, "Oh! That's Nagato's Rinnegan! He was my favorite character from Naruto!"
Your perceptions change as you get older. You can grow out of things, even manga and anime. Sure, there are operations to "remove" them, but they are costly, painful, and I doubt it removes it fully. I'm sure you'll still see a faded tattoo.
But if I WERE to get a Naruto tattoo, it wouldn't be so obvious that it's a Naruto tattoo. For example, this Charizard tattoo:
