I think that time has come and gone. It had great potential, it used to be his signature move. When he learned Rasengan however, that jutsu took over, and the shadow clones were pushed aside into nothing more than a support bracket for the many different forms of the Rasengan. The shadow clones showed potential once more, when Kishi pulled out of his ass the idea that when they disappear you receive their experience. Again though, this was used nothing more for the sole purpose of a bracket for a variation of the Rasengan, so that idea was dismissed quickly. At this point, theres far too much going on for any development of tactics to be even attempted.
The issue is quite simple really, Kishi wrote this story as a character based drama first and foremost, with action sequences to complement the drama. This works well in his case story wise, but it meant that he had to sacrifice certain aspects of the action, such as taking the time to develop tactics like you are inferring. It started off great, but when the plot started to develop, there simply wasn't/isn't enough time to improve techniques outside the occasional powerup.
