Superhero, because a hero would be considered someone like a firefighter, a cop, someone who apprehends a burglar, or person who saves hostages from mass murder.

Naruto is saving the world...with some ninja sh*t...he's a superhero.

Of course he's a superhero. The distinction is one of power level, and Naruto could wreck the vast majority of western superheroes at this point. It would be much easier to list the superheroes Naruto can't defeat (Superman, Firestorm) than the ones he can. Hell, I reckon Naruto is one of the few fictional characters who could even kill Wolverine via Rasenshuriken.
