Naruto has Two Ultimates in Storm 3?

In one of the recent screenshots, this is Naruto using Bijuu Mode as his ultimate.

Then I went to the official storm 3 website and found this.

Same character icons, but two different ultimates. What does this mean for Naruto in Storm 3?

A different character power up that you can choose before you start fighting.

It's probably the same as how Naruto(Rasenshuriken and Nine Tails Rasengan) are the same Naruto but with different ougis

Give us 150 characters, 10 combos for each, 3 different finishers(like the ps2) alternate attire, & make every character and their variation take up 1 slot, not 7 different Sasukes all counting as 7 characters
