Definition of heal:
cause (a wound, injury, or person) to become sound or healthy again. Sure, he might not be causing a wound or injury to better but it does fit the definition as long it causes the person to become better. Putting chakra in a person's heart is considered healing because it causes a person to get better.

Healing is sending Chakra to the system to speed up the healing process so healing is like fixing wounds extracting poison etc..
If Healing was a matter of giving Chakra than most characters in Naruto would be dead because usually a medic is needed to heal wounds that stop ccombat and in some occasions medic's can use chakra transfer technique.So Healing>>Giving Chakra.
And The Bijuu cloaks where giving chakra the only reason the army were healed because sakura used her remote after the cloaks were given out.
