Naruto is intelligent and the alliance believe in him, he is ready to be kage, hashirama was goofy and stupid just like naruto sometimes, why do you think tobirama feels like he is fighting with his brother, but when things get serious they are very alert and ready to form complex plans, as stated by kakashi thanks to all of his pranks, naruto can trick akatsuki members like nothing, making kakazu and itachi look like fools sometimes. Remember indra and ashura, indra born with downgraded eyes of father yet was good in everything, but eventually ashura gained the same power. this is like the other way around, naruto had the power and gained and gained and even went far to obtain a mode that not just geniuses alone can master, Sage mode. He also used hagoromo niinshu on the alliance without knowing it. Sasuke may be smart all the time but that's why he is heartless, he is full of himself all the time.
