I reread 671 and it stated that naruto has all bujji powers to its not only sasuke . Sasuke was just smart enough to combine all the bujjus in Ps . Naruto easily could of used the power of the other bujjis but nope . So it's not only sasuke had all the bujjis

The offical Viz translation only states naruto has a very small amount of the bijuu's chakra in him (so small amount of their power). While sasuke had the vast majority of their chakra (So a large amount of their power)

So sasuke had far more Bijuu chakra on his side than Naruto had.
