If you look at their feet, there is water in the Kurama panel. Leading me to believe its Genjutsu. Or Naruto somehow took shin inside, similar to when Sasuke did that in the first Shippuden episode.

Oh I know that, I just didn't include that because the alternative for the whiskers is if Naruto got really angry which we all know he wasn't. So the only explanation is either shin tried to suppress kurama which ended badly or kurama took over for a bit, or through ninshu touch shin felt the overwhelming presence of kurama
