Suigetsu was talking out of his ass. He didn't know for a fact that it was Karins' sample. He just assumed so because it was in her cupboards. And even better. It explains why there was no birth certificate in Konohagakure. Sarada was born in one of their Hideouts...not in any official Hospital where they can do that kind of paperwork.

This felt like a really, really, really bad fanfiction.

All of the Chou-chou "are you my daddy?" and "I like salted chips" comic relief.
To the poorly developed villain and his down-syndrome onion babies.
And finally Kishi's constant pushing of "Karin is the biological mother" to turn into a "lol nope just trolling".

This shouldn't have been cannon at all, and it definitely shouldn't have been the final Naruto manga chapter. This is below filler/fanfic material, what the hell are you smoking Kishi? Thanks anyway for all of the years of good material.

1) Which manga you are reading? Karin acted as a midwife. Japanese have a custom of saving part of umbilical chord and keep in a box. Karin being Karin kept one for herself as a remembrance/ connection. Shen even told Suigetsu to apologies to Sarada for the misinformation.

You'd think they would put him in prison or execute him since he was one of the guys that started the 4th Shinobi War but instead he's just chilling. Freaking Naruto logic.

Ahem....birth records from a hideout out of the jurisdiction of any governing body like a hidden village? I think not. If they did it in a hospital, probably so. The powers that be would probably make a record of it. Unless the ninja, being ninja, removed said records.

Naruto was never born in a hospital, but that is never touched on/brought up in the story. Probably no record exist that prove that he was born in Konohagakure. But the powers that be KNOW there were extraneous circumstances. Sarutobi knew many things...If Kurama was never released, they would have probably written up some documents after they were done.

In Sarada's case, not even Naruto knows. He is the de facto 'power that be' in this case. Unless Sarada was born during Kakashi's reign as Hokage. The registry system in this world of theirs does not have to conform to OUR standards. And the fact that they are Ninja Medics does not have to have bearing on this at all.

It is not the US of A. And again. Our rules do not apply to a Fictional Setting like NARUTO. I'm trying to explain how this makes sense it in it's fictional setting.
