Naruto would be broken, especially with his RM databook hype. Then again since Kishi gives no figs on exploiting or following this type of improvement, Naruto won't be extremely broken. Heck Naruto does not even use clones to do the paperwork as hokage or play with his children despite being able to make hundreds if not thousands of clones.....
