Also if he didn't then why would he bother reviving Obito or saving him?
Doesn't make sense to me at all, let's not forget the promise he made to Nagato "...to find true peace and stop the cycle of hatred...".
And his countless remarks on never backing down on his words because that is his ninja way.
And him being the reincarnation of Ashura, probably or highly suggests that he also has the same ideals, that peace can be brought through love and understanding each other.
Naruto is not the type of person that would kill or act entirely out of revenge, not anymore, sure he wanted to kill Pein/Nagato at first after what he did, but when Pein/Nagato delivered his speech explaining why he did that, what he's aiming for, the curse of hatred and so on, Narutos mood quickly changed.
