I think Boruto creators rather just pull from the Naruto fillers to expand the world rather than go thru the effort to make completely new things for more world building

I don't think Blood Prison was made canon, it was already mentioned in Kakashi Hiden. So was his Purple Lightening which appeared in Bolt.
