He's forgetful and makes mistakes. Like you've never had your moments. You act like Naruto does and says nothing but stupid things.

Anyway it's comic relief. He's made to be goofy and ditzy. He's a fun loving, easy going character. I'd much rather have a goofy character who does stupid things form time to time than another serious character who's boring because they're always so focused and analyzing things.

For humour? Or maybe he is intentionally made this way so he bocomes more likable? People become more likable if they show vulnerability and naruto shows HEAPS of that so it's no wonder that he's the most popular character.

Personally It doesn't matter to me whether a character shows vulnerability or not. Take sasuke, he's shows vulnerability quite often but he is favourite character. Then there's Tokuchi toua. He shows absolutely NO weakness yet he is one of my favourite characters in all anime/manga.

Naruto is pretty smart in battle, he comes up with good on the fly tactics, but he's very forgetful in the course of a long battle.(Eg:Figures out that senjutsu only works on juubi jins, but 10 minutes later goes charging in without senjutsu and needs Tobirama to remind him.)

But Sasuke did have a plan(attack from behind while tobirama distracted him) Madara simply saw through it and was too strong.

Okay i wouldn't say he's stupid. i mean sure, he can be a little silly at times but that's who he is as a character. When the situation calls for it, he can be very smart actually. It's only during those comic relief moments that he comes off as dumb but really he isn't. remember when he made strategy to fight zabuza? to fight kakazu? to fight pain? to fight the 2nd raikage? He has his smart moments
