The + shaped eyes with no eyeshadow are signs of RSM. the 9 tomoe and rinnegan on the back are a sign of having all the bijuu's chakra.

Naruto had only been given a limited amount of chakra from the 1-8 tails, which he ended up using up somewhere between VOTE2 and The Last, leaving him with full kurama. The form he uses during the Last and onward is different from the form he used against madara, kaguya and sasuke, but it is still technichally RSM.

You have made a few valid points, but put them forward in the wrong manner. RSM is simply a Sage Mode gifted to him by the sage. The form you are showing the Sage in is the form people strive towards by "assimilating" Indra and Ashura's chakra to produce a part of his chakra that triggers in Rinnegan. In order to gain the final form "The Sage of the Six Paths" they need chakra of all Bijuus to be at a junction point that connects them to create the cloak and the TSBs, which are the byproduct of Sage's Senjutsu and the Bijuu Chakra.

It's an important point to note here that the Sage has Bijuu chakra by birth. He has no Sage Mode. It's his natural power, which the DB IV refers to as "Sage of the Six Paths Power." So, Naruto doesn't have that power. He never did and will never have it, as the other half lies with Sasuke. The half he needs to complete the equation.

He also lacks the Bijuu Chakra that courses through Sage's veins by birth, which is why the Jubi Jins require to Jubi to attain that Sage of the Six Paths power. To put it simply, Naruto has RSM. It's simply a Sage Mode gifted to him by the sage. He needs the chakra of all Bijuus to make the Cloak you are talking about.

Naruto still has RSM. Naruto eyes determines if he's using RSM mode. If he doesn't have the dark pigmentation around his eyes then he's using RSM. The databook confirmed this Naruto (base level) -
