Now this makes sense. I thought something was a miss because Fuuton Kazekiri has been used before and it is NOT the strongest move in Naruto. So I guess that sentence "We are the Shinobi alliance" from page 17 was supposed to go along with "no jutsu the strongest....etc" on page 18. Makes more sense than him having a new move. Still that Fuuton thing being thrown in the middle did make it a little confusing

well manga stream hasn't uploaded yet has it also that makes me a bit glad because if that jutsu was a wind tech then it would be a bit stupid as naruto didnt know he was wind until training with kakashi

but technically he does as it has been hinted at since the start of part 2 what you mean is he isnt using a new jutsu

Well, I would have to disagree with 1 part of what you said. The Fuuton tech isn't a new tech: correct. But I do believe he has a new jutsu:

Furthermore, as you and htmwall pointed out, the bubble wasn't even pointed at Naruto. But, if you check the synopsis of Arrival on naruto wiki:

You can see that even it states he has or will announce a new tech.
