If your information is correct, and wasn't a severe hyperbole, then yes he did. Which would also mean sasuke did as well.

However...!

Remember when Sakura barely kept up in avoiding the kaguya mutants hands? And the others barely survived as well? That means that Sakura moves near the speed of light.

So the answer is obviously not; that jutsu was fast but nothing like that, unless someone seriously thinks Sakura can travel at relativistic speeds capable of bending space and time.

Sure light is fast, same as that jutsu in its nature but you missed the part that Madara head is in working to executed that attack on Naruto, not the jutsu itself.

To sum it up. that jutsu is fast as light when it being shoot out from Madara's mouth, but Madara head is not as fast as light in swinging his head from left to right and vice versa.

Sure Naruto can dodged that attack easily.


For the question on Hagoromo, he quite fast as other Rikudou power characters.
