It's just him using Kyuubi chakra to move ridiculously fast! It isn't a S/T or teleportation technique like FTG or Body Flicker.

It's his speed. Kishi never had him learn Minato's FTG so he had to do something against A and Madara.

I agree, it's Naruto's speed. He outmaneuvered the Raikage, so he's pretty much the fastest shinobi now. He doesn't know seals for FTG, and I don't think he ever will to be honest. Naruto hardly knows any seals at all.
