naruto could have beaten sasuke at the final valley because he could have summoned gamabunta and sasuke couldn't of done anything about it

True he would have owned Sasuke if he had done that. Plot no jutsu screwed Naruto over for once which is odd since he is the main character.

OT: Sasuke was generally more skilled than Naruto though so I believe he did earn his victory.

Pretty much yeah. Sasuke couldn't do anything to Gamabunta at this time. But this would make him rage even more.
