No Tensigen is actually dojutsu of Otsutsuki clan . Toneri awakened the dojutsu by taking hanabi's eyes . Hyuuga cannot awake Tensigen .

Hyuugas can actually awaken tenseigan. They just need to fuse the power of thousands of years of byakugans with their own. That is how Toneri awakened it.

That is because only the Ōtsutsuki clan sacrificed everyone's eyes to store them inside of the tenseigan alter. The Hyuuga clan didn't do that. That is why Toneri is the only known tenseigan user. Also, remember this:

The Hyuugas are technically Ōtsutsukis. They just stayed on Earth while the others went to the moon. I don't know why. That is just the case.
