The Shinobi Alliance had Kyuubi cloak v1 (like in part 1) .
Naruto's current form is the PERFECT Kyuubi cloak mode.

There are people who overate it, but you should not discount it's power, effectiveness, traits, etc.
EVERY character and jutsu has at least one person who overates them, and the same goes for people who bash them. I look at the PROS and the CONS to come to a logical conclusion.

Nothing is overpowered. Nothing is unstopable. Nothing is useless or ineffective. ESPECIALLY in Naruto's arsenal.

I see them, only they aren't dead, the force of the jutsu knocked them off of there feet, I'm pretty sure that if someone dies they lose their cloak. I could be wrong, but I seriously doubt it.

It isn't basic fire ball jutsu. Katon - Gouka Mekkyaku is a strong fire jutsu. It's Katon - Goukakyuu basic fire ball jutsu.
