Yes! Check Hinata's parents, they both had byakugan and other hyuga traits (long black/dark hair and pale skin), Mikoto was never shown with Sharingan, but she did have Uchiha physical traits (looked like the typical Uchiha). I think the only clan that didn't inbreed was the Senju. It perfectly makes sense for them to inbreed though, cause otherwise then enemies would seduce members of the clan and then run away with the kids in order to steal the bloodline limit, and also the powers of the clan would be diluted if they didn't inbreed, you can already see that with Naruto.

He didnt learn the Fuinjutsu. I dont think you have to be 100% though.

Where does it say that you need to be full Uzumaki to use the chains?

My friend he uses fuinjutsu also i think you havent seen the arc in which he sealed kurama , freed him and again sealed with six ladders like barrier ... and also he used chakra chains in his conscious with the help of kushinas chakra
