It was a mistranslation, Naruto and Sasuke don't have their seals anymore, instead they both have to simultaneously weave the Rat Seal to undo IT, that involves Naruto to get Sasuke to cooperate willfully. That is really something XD

What he did was correct.It just didn't go as he hoped.Last time he gave only Ashura power(naming him his Successor,this time he decided to awknowledge both Naruto and Sasuke so one wouldn't be left out and they could work together - and they did at first.
