Naruto is going to made sasuke chakra free so there would be no option left for sasuke just to accept naruto's plans.

Ooooh, I was really thrown off by the title.
Anyway, Sasuke needs to be changed to end the cycle of hate that rules the world. Once he changes, that can be the first step to changing the world since both him and Naruto need to work together to accomplish a better shinobi system. Naruto's main goal(s) in all of part 2 was to change people, but to mainly change someone who he cares about like a brother and shared his important childhood moments with.
Lemme break it down in an unnecessary manner. Sasuke (along with most Uchiha), can't handle power unless they have a stable person directing them i.e clan leader/Hokage. When they have something good to focus on ex; friends, family, a whole village: main goal to keep these things safe, alive, and happy.. then they don't have any kind of power struggle nor any kind of real hate. However, if they are given a reason to hate one or all of these things (ex: Black Zetsu/Madara making them hate friends and their village and to use their brother for a power source..) then they go insane and it's very hard for them to make it back to a stable state and rational way of thinking. They need one of the things they cared about the most to intervene and put them on the right path again.. and that is where Naruto comes in.
Sometimes it can't be done like in Madara's case, other times it can be done like with Obito's case. All Naruto needs to do is take a good chunk of Sasuke's power away, which is what he's going to be doing in this attack. He's using both Yin and Yang Kurama Bijuu blast and is fusing it with his rasengan. When both of those hit Sasuke, it will draw the tailed beast chakra out of the Susano'o.. effectively taking away Sasuke's new found "power" and cockiness, and making it much easier to talk to him.
