Many people believe that Naruto , thanks to his Goudama can negate Ninjutsu . However this is false . I'll explain .
The ability to negate Ninjutsu is based on Onmyoudon , which is the combination of Yin and Yang chakra to form jutsu . However , in Obito's case , he doesn't merge the chakra to form a jutsu , he actually utilizes the Release Aspects of the Yin and Yang chakra simultaneously , thus utilizing Yin Yang Release .
Let's trace back shall we ...
The Juubi's Jinchuriki who hasn't become a perfect Jinchuriki , such as this version of Obito .
He could utilize Goudama , which are small black malleable spheres of chakra composed of 4 different nature affinities .
Now , this is only possible when you have the Juubi's chakra which is mostly Natural Energy and 4 Nature Affinities , which are automatically provided by the Juubi's chakra . It's basically : Natural Energy + 9 Bijuu Elements + Unknown "X Factor" Chakra = Juubi's chakra .
Then we move on to this version of Obito , who is a Perfect Jinchuriki .
This version of Obito has full control over the Juubi's power and it's chakra . Now he basically retained the same aspects as before , but notice now that he has gained Rikudo's staff and a physical appearance similiar to Rikudo's . This means that he has now been bestowed with Rikudo's chakra , the Yin and Yan aspect of Hagoromo's chakra .
With already such mastery over the Juubi's and Hagoromo's chakra , Obito is capable of using Yin Yang Release through the Goudamas , as they act as a medium for him to channel his chakra and negate the Ninjutsu . Rikudo never needed a medium , as he physically manifested the Yin Yang chakra through the use of two flames that he created from the Symbols on his hands .
Now what does this mean for Naruto , well ... Naruto is a partial ten tailed Jinchuriki , he possess the chakra , but not the body , so he might as well be put in V1 Juubi Jin Obito's case . He can construct the Goudama , but he lacks the Complete Juubi to be given Rikudo's chakra . But , Naruto was given the Yang half of Rikudo's chakra , which allows him to use Yang release without a medium , wheres Obito can only utilize Yang release and Yin release through the Goudama's which act as his medium .
So if Naruto also possessed Rikudo's Yin chakra , then he would've been given Yin Release aswell , which would mean even though he lacks the full Juubi , he would've still been able to negate all NInjutsu using Yin Yang Release .
