When a Kunai moves with Minatos seal on it, he senses it, no matter where it is in the shinobi world. Thats how they teleport. They sense where their markings are and using Yin energy (spiritual) that allow themselves to teleport themselves to the given location

I don't think so. Being a sensor compliments along with FTG. Nothing has ever suggest that being a sensor is a requirement as far as I know.

It remains unconfirmed if he can or not, but it would make sense if he would be able to. I think he'll be able to, but we'll see.

The technique is rightfully his since Minato would have eventually passed it to Naruto anyway. And Naruto will be able to improve and expand upon the technique with his new powers as well as weaving the Bijuu in while complimenting it with his Sage sensing.
