Ok so for those that have seen the movie, please explain to me how in the hell an "evil" rasengan can be on the same level as Nagato's almighty push!?

AND why can't Naruto's rasengan do that ?

Oh, thats easy, it explained in the recent chapters, its because when Naruto uses Rasengan he

That was Menma's variant of Rasenshuriken. Rasenshuriken has a very similar radius of damage in contrast to both Chou Shinra tensei and Menma's technique.

Well menmas spiraling disk was the equivilent of wind rasenshiriken. But what he used on the village was his great spiraling disk a large version. I guess you can say that version is the equivalent of tailed beast ball
