It's not evaporating. His body reached such extreme temperatures that his outer layer of skin, and some places on his body are completely literally charcoal at this point. His foot wasn't evaporating it was crumbling apart since it was charcoal.

Naruto's chakra control have increased so much through out the war it's unbelievable healing it is a possibility remember when shikamaru had his chakra drained naruto's chakra started healing him maybe not prefect at the time but enough to keep him alive till tsuande intervene. Naruto's chakra is unique it has been mix with kurama from before he was born and after being sealing in him was mix even more there is no limit to what he can do with it and being half uzumaki prove he has some healing ability....

No because Gaara was completely dead when she brought him back. Gai still had a small amount of chakra in his heart. In the spoilers you can also see a seal forming where Naruto touched him, so it's way different.
