I think as long as you have uchiha blood you could REAWAKEN it but just giving someone another mangekyou is probably not possible xd good theory though

No Sasuke REAWAKENS IT as you suggest THEN gives it to some one... so it's MS before it's given and you can give away MS

I mean, if he gives it to Kakashi, he can just kill Obito and reawaken it. But if he were to do that, he might as well get hax Kamui because it's far better.

The eye itself would be made with no tomoe awakened.
The tomoe and other stages are created and unlocked through heightened emotional states and the uchhi'a special chakra that sprouts from the brain (Their yin a.k.a. immense spiritual energy)
Naruto just can't replicate all the powers that lay inside a dojustu let alone powers that are unlocked at different states through unique circumstances.

Naruto can breathe life into things through yang he can't create justu and special chakra that lies inside the brains of uchiha
