So now that we covered that Naruto can pratically heal anything were on to the topic of he can't do anything for a dead shinobi, last time I saw a person actually revived from the dead was either with Rinne Tensei, Lady Chiyo, and could argue Izanagi for user only. Other than that there's not a way too..

Naruto and Sasuke should put Sasuke's Rinnegan in Sakura's eye socket and then make her do the Rinne Tensei then put it back in Sasuke eye socket. One life for a thousand. She'd finally be useful and Lord Seventh shall make a memorial in her honor.
