I think he is talking about kakashi eye, if he can regenerates body part then he can prob harvest them, atleast I think that's what the OP is thinking about.

Even if this were true, and he did do it, most of the users would die. Most ninja don't have the chakra to support a sharingan, let alone a rinnegan. For example, it is a known fact that kakashi's one sharingan puts an enormous toll on him since he is not an uchiha, and thus he keeps it covered most of the time. As for the rinnegan, even Obito said he could only handle using one at a time, and he hid the other one away.. The only one who could handle both rinnegans was nagato, and that was because of his strong uzimaki/senju bloodline, he is a rare case. And even in nagato's case, he was unable to use it to it's true potential, because they were not his eyes. Only madara and the sage of six paths are able to, considering their bodies contain a mix of ashura and indra's chakra, and a large amount of stamina etc.

Don't you need Senju DNA just to handle Rinnengan. There r no more Senju and Sasuke and Obito r the last Uchiha. At most u would just be creating a bunch of spares for them.
