Actually if I remember correctly, Pa said that you needed a special amount of chakra or something like that to be able to train to use Sage mode.

No MS doesn't require outside help, you actually don't unlock it only by killing your best friend it's when you see a very horrible thing happen which causes you massive "pain" as in emotionally. That's why Obito who didn't kill his best friend but saw his wannabe girlfriend die he unlocked it.

Their eye's are their own power while Kurama isn't Naruto's power but he's still using it.

If you take away all things that aren't their actual own power from when they're born then change the story like that.

Sasuke's own power being the Sharingan he would still have it.

Naruto wouldn't have Kurama, but he would learn Rasengan from Minato and probably FTG as well while learning seals from Kushina.

Sasuke would still have a curse mark as Orochimaru would want his Sharingan and he would still be able to use Chidori and Kirin.

Naruto would gain Pa and Ma's genjutsu and unlimited sage mode. (I'm not sure fi this should be counted seeing as that's outside help but being a summon which is normally allowed, so I'm not sure)

Naruto still wins but stop taking away Sasuke's powers that are actually his own.

Edit: Take out the curse mark as that's outside help.

True Itachi made him get EMS but MS came from the truth of what happened to Itachi, Uchiha can get MS when they deal with something very emotionally hurting, I agree he wouldn't have EMS without outside help but he would have MS.

Explain Sasuke then? He got his not when he killed Itachi but when he heard the truth. So if Sasuke can get MS by hearing something which makes him very emotionally upset then other Uchiha can as well.

rasen shuriken is incomplete in his normal mode but in sage mode his limit is 2 rasen shurikens but in infinite sage mode he would have limitless rasen shuriken
