actually, he's not the only one allowed to, Naruto is a jinchuuriki, and only one character can be present for Jinchuuriki, the only way someone else will get that bio is if he drops it [only way known to me], then the person will need to take the test.

Kirabi is the holder of B and the Hachibi [8 tails]

and the tests for jinchuuriki are exceptionally difficult, he got the eight tails on his fourth try.

I thought you could challenge someone for their Bijuu though Drey @.@

After you win, you would then have to take the test though.

...what I heard anyways

I know. And Jacob More is taking Han test, Seven Scaled Boy has Nibi, -Yusuke- is taking Gaara test, Typhon has Fu, and so on :p Konohas Yellow Flash has Utakata
