How was Naruto not chosen to become a chunin? In the fight against Neji he showed chunin level jutsu, and tactical thinking. He was even able to harness the power of the 9 tails, and beat the strongest genin from the village. IMO he did as good as Shikamaru if not better.

I have to add, on top of all of the above, when the sand village attacked, Naruto basically held off the 1 tails on his own, but he still wasnt promoted to the chunin rank.

The Third was obviously impressed and I'm positive he would've made him Chunin if he had lived.

I dont get it either. Naruto's quick wits made me win most of his battle.
While Shika tatical skills make him win his own.

He needed the 9 tails to help him win? even so its a big deal he was even able to use its chakra.

I guess begging is an extraordinary skill when you think about it.

then since the 3rd died, who chose Shikamaru?

Well if my memory serves me right, Tsunade promoted him. She was advised by some higher ups who were impressed with his performance(skill and intellect) and thought he'd make a good leader.

Pretty sure the entire Chuunin Exam was canceled. Nobody in Konoha was promoted until they took it again, which Naruto never did.

Having Naruto as a Chunnin would mean that he would probably be out of the village more often, and in more dangerous situations. Danzo couldn't have that because of the risk of losing the Nine Tails.

He probably stopped it.

Shikamaru was promoted right after due to his performance during that particular exam.

Can't forget that Shikamaru was also smarter than the majority of the shinobi in the leaf. Combat skills are one thing but when you combine that with an HA and a guy that can plan the battle, every possible situation, and outcome before even stepping on the field how can you not promote him.

Rank aren't just about power. Leadership, knowledge, control and other things matter. For example, Shikamaru was elected to chunnin because he gave up. He putted the security of his team first, he knew if fighting was the great option, he knew how to wake the perfect time and all that is what the elders saw in his chunnin exam.

To be honest he should have been promoted....yes he lacked maturity and leadership skills but then with experience he would have gotten both if prodded in the right direction. He had shown himself capable of coming up with brilliant strategies on the fly many times. Many people quote that Shikamaru's tactical retreat showed his leadership and thought process but to be fair Shikamaru was too weak to be promoted to Chunin..i mean what good are his strategies if he is not powerful enough to implement them. Put him against strong Gennins like Sasuke, Naruto, Lee, Neji etc..he would come up short against all. Reasons his Kagemane at that time had a very short time limit, he had no frontal attacks, he had no defence except to trap the enemy in Kagemane, but what good it will be against someone who is too quick for him or someone who can produce hundreds of clones..he would probably end up dead from chakra exhaustion

Funny thing is, Sakumo Hatake (Kakashi's dad) also made a decision to give up during a mission and put the lives of his squad above the success of the mission, and he was raked across the coals for failing. Even his squad members turned on him, saying the mission was king and Sakumo should've completed it regardless of the costs. It's why Kakashi was such a hardass during the 3rd Shinobi War.

The some i thought, but maybe that was old times. Sakumo aborted the mission, but maybe to be a chunnin you dont need to give up, just retreat for a moment an wait until you see your victory and attack in the perfect moment.

It was within one generation though. Kakashi was a Chunin when his father committed suicide, and Kakashi is 16 years older than Naruto's generation. Not enough time to really institute a big change of policy. Plus, it's the Leaf village we're talking about. Ranks and politics are bullshit there.

It was 17 years before and 17 years with no war. Maybe it is possible
