Ok i know in part 1 Naruto lost to Sasuke but Naruto was holding back and only aiming to scratch Sasuke's headband while Sasuke wanted to kill Naruto so technicaly if you think about it like that Naruto won that fight since he completed his mission while Sasuke failed at what he was fighting for which was to kill Naruto.

I would say in part 1 Sasuke was better than Naruto, but when Naruto was in tail-cloak it was Naruto > Sasuke, and don't forget before they fought each other Naruto had his chakra absorbed by the fat guy that fighted Choji and he also clashed with Kimmimaru.

Amaratsu- Naruto's fast. He dodged the Raikage's punch. If Raikage can dodge the Amaratsu, so can Naruto
