Naruto at 50-65%

At VOTE 2 I seriously doubt that Naruto was attacking Sasuke at full force whereas since Sasuke was looking for the kill I believe that Sasuke was going at 100% and Naruto was going at half or maybe 3/4 his power.

Here's why

As we see here Naruto was never attempting to kill his friend after they had the Kurama Ava vs PS Clash.

Once again Naruto repeats his spheal after a Sasuke attack meaning that this whole time in the fight he was focused on bringing Sasuke back and not to fight him especiay hard.

But Sasuke appeared to be going at full force and if we look at the battle scenes of this fight most of the comments are from Sasuke saying " Are you not dead yet, or to hear himself grunting in the field"

So when the time for this came along Sasuke at 100% tied with Naruto at 50-65%

Of course Naruto wasn't going at full force during the whole fight. (Naruto could have just barraged Sasuke with a bunch of TBB instead of just one) But as far as that clash a bigger TBB would take more time so that clash was pretty legit.

Naruto was just defending himself against the attacks,countering and equaling it,he could of killed Sasuke but didnt want to as shown.

Remember that fight that Taka had with Killer Bee? Remember when Taka was trying to capture Bee but in order to do so they had to fight with an intent to kill?

Same applies to Naruto. Even though he had no intent to kill Sasuke, he couldn't hold back either. Naruto had to use techs with intent to kill to defend Sasuke's killing intent attacks.

Both weren't fighting at 100% because both just finished fighting 2 Juubi Jins and Kaguya

Sasuke needed to use the Bijuu for that extra umph, and Naruto needed Kurama to draw Natural Energy from the planet's surface just to match what Sasuke drew from the other bijuu.

The fight was pretty evenly square give or take.
