Well the filler episode appears to take place during Episode 1 of Shippuden (Naruto returning to the village after training with Jiraiya). It talks about Naruto teaching Konohamaru a new jutsu.

Not 100% sure but someone said it might be a Naruto getting trained by Jiraiya filler.

There was two episode special that promoted The Last which centered on Hanabi, so it would make sense that this two episode special would focus on Konohamaru (KonoHana anyone?) hence why the episode's title is called 'Naruto's Rival - What did I inherit?'. Remember in the second chapter of the original series when Konohamaru claimed that him and Naruto are rivals?
