1. Naruto only has one full bijuu and that is Kurama. The rest are little fragments of their chakra for communication.
So you started with a wrong premise, Naruto wasn't given all the bijuu. The bijuu are still around. Hachibi even stated he was going back to Bee and the rest decided to stay away in solitude.

I don't think Suigetsu outclasses Gengetsu in any way. Gengetsu is Kage-level, and took on a chunk of the ASF + 2 Kages by himself. Suigetsu is not capable of doing that.

Pit them up against each other and Suigetsu is trapped by his own inferiority from the word "go".
