Should the Naruto-verse , have a figure like the Avatar?? like a guy who is neutral ,and represents all of the people, not just ninjas.

If so, would Naruto be good for it?? And instead of becoming "hokage" he becomes a Avatar like figure.

No. Gaara should be. The only sand user plus he gave that big inspiring speech in the beginning of the war.. Stopped all the internal fighting.
