They only lost their seals but they kept their powers. The. Tomoes on Sasuke's eyes are temporarily gone due to him using shifting jutsu several times and Naruto just powered down he didn't lose his form

Yes. Naruto still has all the tailed beasts chakra in him. And sasuke overused he's eye. They only lost the sealing jutsu.

Actually, the tomoe thing was disproved a while ago. (Sasuke even had his tomoe during cool down) its just an art mistake.
