They will be the strongest ever, they will be stronger than Kaguya because there is no point in the end having a side character be stronger than the 2 main characters, also if they are stronger than her it will be more interesting from our point of view because we HAVE to see what power she wielded, and we will see that through Sasuke and Naruto!

They wont surpass her. IF they fight in the future it will be purely for fun. Of coarse it will be interesting because we know that "for fun" in the narutoverse means "actively trying to kill your sparring buddy"! There is literally no need for them to surpass her and would go against the plot in so many ways...... one being that true power doesn't come from magical fruits and what-not, but from what else? The power of Love and Friendship!!!!!! Haha, tru but gay

Sasuke have not shown us his right eye rinnegan features.Sasuke is a full blooded uchiha,he have better chances to surpass sage and other .On the other hand Naruto is half uzamaki ,which mean he far from the senju lineage,he will not be that much powerful (unless plot make him)

I think Naruto will get the rest of the Tailed beasts, as the Sage foreshadowed that he would be the Jinchuiki of all 9 tailed beasts, who knows what Sasuke will get.

But I think that by this point the manga will be over so it will be more about concluding the Tailed Beast plot rather than a power upgrade.
