Because Kaguya was not HtoH combat specialist. I think Momoshiki and Kinshiki is fighter or warrior type of Otsutsuki.

Her underlings because she was their leader/Princess/ruler. But that will not take their battle expertise\experience away from them if they actually were soldier/battle elite in their world.

Kaguya was a Princess as what we know, seek power for something only she know.

Let say I'm a Prince of one empire but I'm not soldier\elite fighter. I have godly power but never train in fight/close combat etc. Thats mean I cant magically able to master martial art or hth combat or be a strategy genius all of sudden and surpassing my more experience soldier because of power I have.
