Rinnegan is the strongest doujutsu in the manga, 2 Sharingan users with the kyuubi tried to destroy Konoha with kyuubi on their side ( Madara, Tobi) and they still couldn't while a weakened and cripple Nagato destroyed Konoha easily. And ask yourself this why did Tobi risk his life to get the Rinnegan when he had so many Sharingans?

because his eyes was not working PROPERLY.he only us warp jutsu to counter attack .he never did use hand ninjutsu or fireballl jutsu.i guess he was handicap to some extend .
he needed the rennigan as an offensive mode and his sharingan as his defense( teleporation /warping)

tobi needs the rinnegan because the sharingan's not going to do anything to the juubi, I bet he's going to trade his last sharingan for the other rinnegan eye, he needs the power of the sage to be able to hold the ten tails.
