The whole concept of Naruto and Sasuke both wanting to be Hokage is all set up for the fight and is supposed to mirror the Elder and Younger Sons fight.
Naruto:
He understands that you have to be acknowledged by the village to become Hokage. He is all about bonds and friendship, basically he believes that in order to lead and bring peace is through love.
Sasuke:
Wants to become Hokage but doesn't care what the village thinks, this shows that he thinks he will become Hokage regardless of the village's view of him.
I suspect that we will see further signs that he basically plans to become Hokage no matter what and regardless of whether or not he is pardoned or liked by the village.
Basically he thinks leadership and peace are brought about by power.
My guess is that Naruto is chosen to become Hokage and Sasuke challenges him for leadership, Naruto wins and earns Sasuke's acknowledgement as a good Hokage, because Naruto has always wanted Sasuke's acknowledgement, and it will represent Sasuke entrusting the future to Naruto.
I would like to add in response to a reply that the fight isn't so much over the position itself, its more about Naruto proving himself as a worth Hokage. Both Naruto and Sasuke have stated on two occations that top class ninja can understand each other through battle, and that's what its really going to be about, Naruto has to prove to Sasuke that he can do the job without making his predecessors mistakes.
