different type of rasengan like (planet rasengan,chou odama rasengan etc)
sage mode and its tech
rasen shuriken
and his wind style right?

now sasuke without sharingan and sharingan tech like
susanoo
mangekyo sharingan
amaterasu
ems
genjutsu

sasuke is left with
taijutsu
different type of chidori like (chidoro nagashi, chidori kouken) and little part of chidori require sharingan cos minato stated it to kakashi that the tech its not complete without a perfect eye.... b4 obito gave him sharingan that complete the tech
and his intelligence

so minus all this naruto vs sasuke who wins?

Most of the lightning jutsus you mentioned are rendered useless w/o the sharingan...
Fire jutsus are child's play for Naruto... Sasuke good at taijutsu and kenjutsu, agree but they also will be affected greatly by unavailability of sharingan... Also Naruto's brilliant and by far the most successful Shadow clone user which counter's Sasuke's most strengths even smarts...
And with SM, Naruto becomes more versatile, having extremely helpful summons and far greater taijutsu than Sasuke's....
and the most important thing, sensing ability...

Naruto even w/o Kurama is high Jonin level and can easily dominate a regular 3T sharingan holder Uchiha...

Chidori and any lightning jutsu doesn't require sharingan to be performed...
