This is irrelevant to what a parallel means, just get a dictionary.
Sasuke is the opposite of Naruto personality wise, in these pictures you can see the contrast of night/day evil/bad and both are taking the same stance in the same circumstances (on the top of the pole, in the village) This is why it is a parallel. The changes of the village has absolutely nothing to do with this.

What weak parallels, this is lame I could come up with hundreds of obvious "parallels" similar to this.
These are just jutsus, nothing interesting.
