Sasuke needs Naruto more than Naruto needs Sasuke, because Naruto has a lot of friends that can help him achieve peace. The only reason Ashura or Hashirama never succeeded was because Indra and Madara were the ones that messed everything up. Creating unnecessary conflict for their own selfish goals.

It would be better to say that Sasuke shouldn't even intefere.

Hashirama gave out the Bijuu to villages, and had Black Zetsu plotting to worry about. Naruto has neither of those things.

Naruto still has Sasuke. BZ needed Indra for his work to be done and had Madara to do it. Most of the problems in the series was a result of the Indra/Ashura rivalry. And this rivalry will continue even after Naruto and Sasuke die, unless they do something and end the cycle.

Naruto needs Sasuke because Ashura/Hagaromo/Hashirama's mistake was not representing Indra enough. Sasuke will try to do some take over the world plan if he gets denied the by the Leaf.

Sasuke needs Naruto because if he wants to implement change, he's going to need someone with people skills (this is real) and someone to keep him ethical and down to earth.
