Speed - 5 (3.5)
Stamina - 5 (5)
Hand seals - 2 (1.5)
Total - 35.5 (26)

Sasuke:

Ninjutsu - 5 (5)
Taijutsu - 4.5 (3.5)

The "hand seals" score involve the actual performing of the hand seals themselves. Neither uses them anymore so I only increased both by a half point.

Both have a "5" in the speed category (this isn't to say that they're equal necessarily).

The score is also going to be dictated by the speed of the user's seals and the variety of seals used in combat...

Idk Naruto doesn't use hand seals much thou idk if he has improved in that aspect I would say OP is spot on

I think Naruto's hand seals should be higher, maybe even above Sasuke's. Didn't he use a super advanced sealing tech when he fraught against Kurama? Now he has even more sealing experiance as shown in the spoilers due to Shukaku. He used a magnetic rasengan sealing tech. That probably very advanced.

Though he was able to manage all of the Kyuubi's chakra and hand fit it to all of the Shinobi in the alliance's chakra types. That's why I mentioned chakra control.

Im not saying to make them 5's. I just think Naruto should be at least a 4 (The only thing actually holding him back is making the actual hand seals) and Sasuke should be a 5.

This is specifically a category for hand seals.

Naruto should get a higher handseals score, theres other ninja who do not even use jutsu in the form of making alot of seals who have higher than that.
